WASHINGTON (A*)—President Nixon Monday disclosed he will seek extension of wage-price con trols beyond their April 30 expi ration date and will freeze new hiring and promotions as well as pay increases for executives in the federal government. Treasury Secretary George P. Shultz made known the long- awaited presidential decision on continuation of the wage-price control system now slightly more than a year old. But the secretary said consultations will begin im mediately to determine how the control system will be changed. The series of consultations will be held with people from labor, management, Congress and the agencies which control wages and prices from day to day, Shultz told reporters at the White House. Nixon has also decided that he can, and is determined to, hold federal spending in the current fiscal year to $250 billion, Shultz said. This would be accomplished by cutting back spending through withholding money appropriated by Congress. At present, the fiscal 1973 budget is about $8 billion to $9 billion over the amount sought by the White House. The freeze on new federal hir ing and promotions will last until the new budget is sent to Con gress in January, Shultz said, and will be accompanied by very sub stantial cuts in the White House staff. Shultz said the freeze on pay increases for federal executives applies not only to the execu tive branch, but to Congress and to the federal judiciary as well. He said it would last through 1973. The freeze on executive pay is made possible because Congress named a commission to study the matter. Shultz said the President has asked the commission to make a repor^by June 30 of next year and any salary increases would be contained in the budget going to Congress early in 1973. \ Shultz ruled out a return to voluntary controls on wages and prices in the near future, saying that there will have to be a man datory element in the new sys tem. In a statement issued after Shultz’s new conference, Nixon said the freeze on personnel cov ers all new civilian hiring and all civilian and military promotions. He said the freeze would be re laxed when the budget goes to Congress. The President added that ex ceptions to the freeze would be permitted in cases essential to preserve life and safety, protect property and to preserve contin uity of government or for emer gency situations — such as the need for the Post Service to hire temporary help during the Christ mas mail rush. The defense then raised an ob jection concerning the potential jury panel, saying the chief judge of the district may have prejudiced any prospective jurors. The declaration of mistrial and order for a new jury by U.S. District Court Judge Matt Byrne technically placed the defendants in double jeopardy because a sec ond trial was ordered without completion of a first. However, Ellsberg and Russo announced in court that they would waive pro tection against prosecution twice on the same charges in order to start anew with the fresh jurors. Their attorneys had contended that the jurors, who were sent home for four months while ap peals were taken to higher courts, were prejudiced by publicity dur- ing > the hiatus. “Things look better,” said Ells berg after the ruling, “than if we had to go to trial with a jury that had their lives disrupted for four months.” Such a jury, he said, would have become “rest less” by the time the defense case would have been presented. Russo, saying he was still an gry at changes the government had made at the last minute in its projected case, added, “My feeling is that I’m getting ready for the next thing the govern ment is going to do. They are go ing to do more deceptive things.” Ellsberg, 41, and Russo, 35, both former researchers on gov ernment projects, are charged with espionage, conspiracy and theft in connection with the leak to news media of top-secret docu ments detailing origins of the Vietnam war. Byrne, saying he would formal ly dismiss jurors on Tuesday, noted that a new panel would be available for questioning on Wednesday and indicated he hoped to start then. He said he did not expect testimony to be gin before January. The previous jury selection took about three weeks. Fish Drill Team Impressive At UH The Fish Drill Team made its competition debut of 1972-73 Saturday its best ever. The all-freshman team swept four second places in the Univer sity of Houston meet, improving on the 1972 national champion Irgolic Named Program Head Dr. Kurt Irgolic, associate pro fessor of chemistry, has been named program coordinator for the institution’s Office of Univer sity Research. Dr. Robert R. Berg, university research director, said Dr. Irgolic will assist in development of new research in the sciences. “One of the most important aspects of his work will be to co ordinate research that involves interdisciplinary cooperation be tween the biological and physical sciences,” Dr. Berg added. Dr. Irgolic will continue to teach on a part-time basis. FDT’s Houston finish by one place. “The team looked encouraging,” commented Maj. Harvey Haas, sponsor.
