P. Rogers will continue as sec
retary of State in President Nix
on’s second administration but
his top-level staff will be filled
with new faces, the White House
announced Thursday.
Ronald L. Ziegler, the Presi
dent’s press secretary, told re
porters that Nixon will retain the
59-year-old Rogers in the inter
est of continuity in foreign policy.
Pressed on whether the deci
sion to keep Rogers means that
the same relationship between

policy would continue, Ziegler
said:
“Secretary Rogers is a good
friend of the President. Their
relationship is pretty well in
place.”
Henry A. Kissinger has been
a dominant policymaker in for
eign affairs and adviser to Nix
on at the White House, particu
larly in the Vietnam peace talks.
Rogers has played a strong role
in trying to reach a settlement in
the Middle East and a mutual re
duction of military forces in Eur
ope.
Ziegler announced that Ken
neth Rush, now deputy secretary
of Defense, will be nominated to
succeed John N. Irwin II to be
deputy secretary of State, the
No. 2 man at the State Depart
ment.
William J. Casey, chairman of
the Securities and Exchange
Commission, will be nominated as
undersecretary for economic af
fairs.
Ziegler said that William J.
Porter, a negotiator at the Paris
peace talks, will be undersecre
tary of State for political affairs,
succeeding the veteran U. Alexis
Johnson, who was offered a “ma
jor new assignment” in the in
ternational field.
Sources said that Johnson, who
is due to retire in about a year,
may have been offered the job
of ambassador to South Vietnam.
Ziegler said Nixon has known
Rush since his student days at
law school. Rush is a former U.S.
ambassador to West Germany be
fore he was named deputy De
fense secretary on Feb. 7, 1972.
He is 63.
Ziegler also announced that
Curtis J. Tarr would remain as
undersecretary of State for co
ordinating security assistance af
fairs.
Ziegler indicated that Nixon
would make further announce
ments on his Cabinet in the sec
ond term while he is at the Flor
ida White House.

Texas Oilman Chosen For Defense Deputy
WASHINGTON <A>) _ William
P. Clements Jr., a multi-million
dollar Texas oilman, has been
picked by President Nixon to be
deputy secretary of defense, Pen
tagon sources said Thursday.
Subject to Senate confirmation,
Clements will serve under Elliot
L. Richardson, who was named
Tuesday to head the Defense De
partment for the next four years.
Richardson, currently secretary
of health, education and welfare,
is regarded as the most liberal
member of the President’s cabi
net. Pentagon sources view the
choice of Clements, a conserva
tive, as an effort to balance off
the Pentagon leadership.
Clements, a close friend of con
servative Sen. John Tower, R-
Tex., was co-chairman of the Tex
as committee for the re-election
of the President.
The sources said Clements was
the White House’s choice rather
than that of Richardson, who is
expected to have more of a say
Until now there had been only
one deputy post at the Pentagon
but earlier this year Congress ap
proved the second to help spread
the work load. However, Secre
tary of Defense Melvin R. Laird
never filled the job, preferring
instead to await the change in
administration.
The creation of the second dep
uty secretary’s job was recom
mended in 1970 by a blue-ribbon
defense panel appointed by Nixon
to recommend improvements in
the management of the Defense
Department.
The 55-year-old Clements, a
resident of Dallas, was a mem
ber of that panel.
He is expected to become the
deputy responsible for manage
ment and procurement. The sec
ond deputy would be responsible
more for policy and national se
curity affairs.

odist University, Clements is
founder and chairman of the

Vietnamese planners said the
motto of the top-level effort is
“be prepared” for everything —
and then hope that nothing hap
pens.
“Our immediate objective is to
maintain stability and maintain
confidence,” said one planner.
“After a cease-fire, the most
crucial time is the first three
months as far as finance and eco
nomics is concerned,” he contin
ued. “If there is confidence after
three months, then confidence
will build up.”
The planners explained they
are working under the assump
tion that there will be a high
degree of uncertainty in people’s
minds after a ceasefire announce-
