Law Of The Seas’ Becoming Controversial National Issue Ocean law is becoming increas ingly important and controver sial as both a national and in ternational issue, observes John L. Seymour, new faculty member in the A&M Management De partment. Seymour points out “law of the seas” encompasses areas from fisheries, fishing boundaries, pol lution control zones to coastal zone management problems. An attorney licensed to prac tice in Texas, Seymour is serv ing a dual role while at TAMU as a visiting lecturer with the College of Business Administra tion teaching a graduate course entitled “Ocean and Coastal Law.” At the same time he is developing curricula in marine environmental law under the uni versity’s Sea Grant Program. “Seymour will also serve in at advisory capacity for our pro- gram in its many marine-related areas and will assist in develop ing research projects related to ocean law programs,” explained Willis H. Clark, associate direc tor of TAMU’s Sea Grant Pro gram. A graduate level course undei the Marine Resource Management Program, Seymour’s ocean and coastal law course is composed of three phases. “The first phase of study ii that of international law of the sea including analysis of inter national law relations to ocean legal regimes that exist pres ently and the proposed regimes to be created by the world com munity in the next five to ten years,” he reports.
