president of the Junior Bar of
Texas said Wednesday the as
sociation will urge state educa
tion officials to refuse approval
of any new law schools.
Larry K. Montgomery of Fort
Worth said the 8,000-member
group will take its appeal be
fore the Texas College and Uni
versity System Coordinating
Board Oct. 20.
Montgomery said either he or
Paul Hubbard of Waco will pre
sent a report opposing construc
tion of new law schools on the
basis that an overabundance of
lawyers now exists in Texas.
Hubbard, he said, was chair
man of a junior bar committee
which conducted a seven-month
investigation on the subject.
The resolution recently adopted
by the junior bar’s board of direc
tors claims the excessive supply

of lawyers has reached “the cris

Schools which would be most
affected by the opposition, Mont-
govery said, are Texas A&M,
North Texas State and the Uni
versity of Dallas, all of which
are in some stage of planning a
law school.
The resolution noted the sharp
increase of persons licensed to
practice law in the 1st 10 years
and said “much evidence indi
cates that the current demand for
new lawyers in both the United
States and Texas is less than the
current output.
“This excess supply of licensed
attorneys could well result in a
deterioration of the ethical stand
ards inherently necessary in the
profession . . . and would result
in a tremendous waste of both
money and manpower,’’ the re
port continued.
“The imbalance between the
increased output of new attor
neys and the demand for new
attorneys has reached the crisis
stage and the resulting danger
to the public is obvious and im
minent.”
The report urged the coordi
nating board “to refuse approv
al of all such proposed schools”
and asked the legislature “to re
fuse to allocate any funds for
such proposed schools and to re
strict the universities and col
leges proposing such schools from
spending any public money there
for.”
Earlier this year Texas A&M
was ordered by its governing
board to submit a plan to the
coordinating board for a law
school.
Also, North Texas State asked
last summer for a grant of $50,-
000 to fund a feasibility study
for establishing a law school at
Denton.
NTSU President C. C. Nolen
said then that while other law
schools serve their parts of the
state well, Southern Methodist
in Dallas had the only law school
in the North Texas area and it
had to turn some applicants
away.
Montgomery, however, said the
“quality of lawyers is at stake.
I think law school is becoming
fashionable.”
The 16-page report compiled by
Hubbard and seven other lawyers
also contends that an oversupply
of attorneys would “drive down
the economic rewards and, along
with it,” the profession’s “high
standard of ethics.”
The report says Texas A&M is
proposing an outlay of about $1.8
million for operating of its law
program during the first five
years.
It charges that the money
“would be needlessly and waste-
fully spent” and adds that “an
entirely new law school, whether
at Texas A&M or elsewhere,
might be the least desirable ap
proach.
“. . . It appears that there is
no alternative but to oppose the
creation of additional law schools
within the state and likewise to
oppose the increase in size of
existing law schools,” the report
said.

dence and credit for ninety-five (95)
semester hours. The hours passed at the
preliminary grade report period on October
16, 1972 may be used in satisfying this
ninety-five hour requirement. Students
qualifying under this regulation may now
leave their names with the ring clerk

ring eligibility. Orders for these rings
will be taken by the ring clerk starting
October 30, 1972 and continuing through
December 12, 1972. The rings will be re
turned to the Registrar’s Office to be
delivered on or about January 22, 1973.
