Rosenberg and Anne Casey of the
Washington Campus News Serv
ice. The following are excerpts
from the text of that interview.
Q. Mr. Vice President, what role
do you expect to play in this elec
tion year?
A. I think there will be a dual
role. First of all, I have certain
ongoing responsibilities as vice
president. My functions as vice
chairman of various committees,
of course, will continue. All of
those assignments are ongoing
and can’t stop simply because of
an election year. But on top of
that I will perform the tradition
al role of the vice president in
the Republican Party, and that is
to be the primary campaigner for
the ticket.

Q. In 1970, you got front-page
coverage for the strong state
ments you made during that elec
tion year. Would you comment
on election year rhetoric in cam
paign 72?
A. Well, it’s odd that you would
raise that question, because at a
recent campaign strategy session
we were discussing the rhetoric
that is being injected into this
campaign by our opponents. This
has to be of the highest level
ever encountered; they compared
President Nixon with Hitler, and
they make all sorts of accusa
tions against him, such as calling
him the No. 1 war maker, and
saying that his acts compare to
the killing of the many Jewish
people in Germany.
I have foresworn rhetoric for
this campaign. And I’ve got to
be honest with you, I’ve examined
what I said in 1968 and ’70, and
found nothing to compare with
what Senator McGovern said.
But since I have indicated that
I will campaign purely on the
issues, I feel a little like the man
who sold all his stock just be
fore a boom in the market. Rhet
oric has become very popular at
a time I have disavowed it. And
maybe, I’m not sure that I’m at
a disadvantage.
Q. What about our credibility
with the North Vietnamese when
the United States increased the

A. Well, the answer to that is
very simple. The United States
increased the bombing because
there was an all-out conventional
assault from North Vietnam into
the South, unprovoked by the
South Vietnamese who never
made any incursions into North
Vietnam. The bombing was a re
taliation for an overt act of ag
gression.
We have no intention of sitting
idly by as allies of the South
Vietnamese while the North Viet
namese escalate the war as they
have done in the face of a very
generous offer at the peace table
to reach accord with international
supervision. It was the North
Vietnamese who committed the
aggression, not the United States.
Q. Isn’t the President’s credibil
ity being damaged by the contin
ued refusal to disclose the sources
of $10 million in campaign funds
received by the Committee for
the Re-election of the President
before April 7?
A. Senator McGovern’s party
passed the laws that require cam
paign disclosures. They are a
majority in both Houses of Con
gress. The President has adhered
to the laws they passed; their
laws did not require any disclo
sures beyond the ones he has
made.
Now let me just add one thing
about the Campaign Disclosure
Act. This is a brand new law;
there are plenty of technical vio
lations that are going to surface
because it was only passed re
cently and it hasn’t been tested.
But we have adhered studiously
to the letter and the spirit of the
requirements of the Democratic
Congress, as enacted in that law.
Just because a candidate wants
us to go beyond the law to suit
himself, we don’t intend to do
that. It’s not required by the law;
and the law was in the hands of
the opposition.
Q. Are there any circumstances
under which you or the President
would consider granting amnesty
to people who have illegally
avoided the draft?
A. Yes. There are conditions. I
would not attempt to say what
they are, but I believe there
should be boards set up for a per
son who applies for amnesty. He
should be heard. If there were
some special extenuating circum
stances ... it would have to be a
very visible and extreme type of
thing. Maybe he could be granted
amnesty without punishment.
The important thing to remem
ber about amnesty is that it is
not fair to those who served their
country. Even though they dis
agreed with the draft, they went
