Israeli Manhunt Of Arab
BEIRUT 0T>> —An angry and
frustrated Israel has declared war
to the bitter end against Arab
terrorists and the governments
that support them.
The violence which many in the
area now think is inevitable may
set back peace efforts hut is un
likely to shatter them.
The Israeli manhunt against
Arab terrorists may-—while satis
fying and emotional desire for
revenge — actually improve peace
prospects.
Israel believes Arab govern
ments are unable or unwilling to
tackle the Palestinian guerrilla
movement and the small, hard
core terrorist element. Israeli
leaders evidently believe it is
better to stamp the guerrilas out
now than let them run loose, lest
one day they torpedo a possible
peace agreement with Egypt or
Jordan.
After the killing of 11 Israelis
at the Munich Olympics, the Is
raeli government said in a state
ment: “Israel will persevere in its
struggle against the terror o
ganizations and will not absolve
their accomplices from responsi
bility for terrorist actions.”
Since then Israel has conducted
a bombing raid in Syria and a
military raid into southern Leban
on, saying both operations were

aimed at wiping out guerrilla
bases tolerated by the Syrians
and Lebanese.
Israel’s duty, Prime Minister
Golda Meir has said, her plan is
“to fight the terrorist organza-
tions to the very end ... to strike
at the terrorist organizations
wherever we can.”
But she said this campaign
would “not alter our peace poli
cy.” Israel had directed several
barely concealed peace feelers at
Egypt and Jordan before the
Munich tragedy.
Foreign Minister Abba Eban
said much the same thing, but
his remarks underscored the Is
raelis’ deterniination to wipe out
the guerrillas.
Correspondents covering Eban’s
recent news conference could not
remember his ever being so angry
as when he said: “Peace isn’t the
question in my mind today. The
question is how to eliminate this
scourge terrorism.”
He made it quite clear that the

Munich killings had pushed the
search for peace into the back
ground, and he added that, in all
future' meetings with foreign
government officials, “I would
not talk to them about anything
except this—terrorism.”
In an apparent indication he
shares the view that Israel even
tually will have to redress Pales
tinian grievances in any peace
settlement, Eban concluded: “Any
legitimate aspiration in the Mid
dle East can be achieved by peace
ful means.”
Eban later said Jordan was
welcome to include Palestinians
in any negotiating team it might
send to talk peace, “representa
tion that would reflect all the
parties with whom we wish to
reach peace.”
However, in discussions before
Munich, the Israeli Cabinet was
divided over which Arab govern
ment to approach first—Egypt or
Jordan.
The Israeli defense minister,
Gen. Moshe Dayan, believes the
first address should be to Egypt,
“in whose hands is the key to
peace.”
Addressing himself obliquely to
the Egyptians, Dayan in a speech
Aug. 17 suggested a division of
the Sinai Peninsula as a “com
promise of the Egyptian-lsraeli
conflict. This line, temporary or
permanent, could give the popu
lated areas of both Egypt and
Israel maximum security.”
