ernmental requirements; 3. Be
responsive to the will of the peo
ple; 4. Be concise and congent;
5. Be flexible to adapt to chang
ing requirements.
Would you support or oppose
the following? Please explain?
1. Reducing the crime of pos
session of marijuana to a mis
demeanor.
Though I recognize the need
for statutory revision of our
drug laws, I am not ready to rec
ommend such a reduction in pen
alty.
2. State income tax.
I am basically opposed to a
personal income tax.

the five most important features
of a good constitution for Texas.
1. A strong and modern Bill
of Rights; 2. Should clearly out
line the basic framework of state
government and not be a code
of laws; 3. Set guidelines for ef
fective local government; 4. Have
a section on public education and
public finance; 5. Provisions for
amending the Constitution by the
people through a constitutional
convention.

List what in your opinion are
the five most important features
of a good constitution for Texas.
I feel we need to exercise the
constitution that now exists. If
there is a need for a change in
our present constitution, allow it
to be accomplished by the voice
of the people.
Would you support or oppose
the following? Please explain.
1. Reducing the crime of pos
session of marijuana to a mis
demeanor.
I feel there has not been
enough laboratory or clinical
tests as to the effects of mari
juana on a human being at this
time, to render a proper decision.
I do not feel that youth should
be declared a dope addict, with a
record, whereby he or she has
never been involved before. I
certainly am not of the opinion
that the professional pushers
should face lesser penalties.
2. State income tax.
Yes, I would oppose a state in
come tax. No doubt there is a
gross waste and abuse of our
present taxes, with a closer look
at our various state departments
may allow a cut in our taxes.
