Texarkana prisoners end strike
TEXARKANA, Tex. <A>) _
Warden L. M. Connett said Wed
nesday that operations at the Fed
eral Correctional Institution were
back to normal following the end
of a four-day inmate strike.
Connett said inmates and prison
staff were discussing complaints.
About 500 of the inmate popu
lation of 575 went on a “no-eat,
no-work” strike Sunday morning.
Connett said almost all of the in
mates ate chicken dinner Tuesday
night and had breakfast at the
institution Wednesday.
He said one of the most fre
quently mentioned of the inmate
complaints was that the number
of caseworkers was insufficient.

of supervision would be advisable,

“However, of the 175 employes,
161 are paid for their ability to
counsel, advise and evaluate these
people,” Connett said. “It’s not a
case of there just being five or
six people as the only ones who
have concern.”
He said inmates had complained
about educational, medical and
dental programs at the institu
tion, but that he was unable to
pinpoint any particular area of
complaint. “I think everybody has
his own idea,” Connett said.
The prison staff numbers 175
persons, of whom six are case
workers. A caseworker, Connett
said, is part of six multimember
teams that work with inmates to
determine his housing, whether he
belongs in this particular institu
tion, what type of training and

Legislators unsure if Nixon
will continue Viet withdrawal
WASHINGTON <A>) — Republi
can congressional leaders emerg
ed from a two-hour meeting with
President Nixon today and said
“we honestly don’t know” whether
Nixon will continue withdrawal of
U.S. forces from Vietnam after
May 1.
Senate GOP leader Hugh Scott
of Pennsylvania also said Ambas
sador William J. Porter, chief
U.S. negotiator in the suspended
Paris peace talks, would have a
statement on the negotiations “be
fore long.”
White House press secretary
Ronald L. Ziegler said Porter “is
not going to move away from
United States policy.” He again
accused the Communists of failing
to show an interest in serious ne
gotiations.
Nixon has said he will make
another announcement concerning
withdrawals by May 1. According
to his timetable, U.S. troop
strength in Vietnam will be at
69,000 men on that date.
House Republican Leader Ger
ald Ford, of Michigan, one of 20
Congress members attending the
meeting in the Cabinet Room, re
ported that Nixon has made no
decision on whether withdrawals
would continue after May 1.
“The situation will be analyzed
when we get down to the commit
ment of 69,000,” Ford said.
Ford said there has never been
a commitment that withdrawals
would continue.
Scott would not elaborate on
Porter’s planned statement and
Ziegler would give little indication
of what its contents might be.
The press secretary said Porter
may be returning to Paris within
the next few days and that any
pronouncement would come from
him in the French capital.
Ziegler said Porter’s statement
would not be related to the French
government plea today that the
U.S. and Communist negotiators
resume the talks Nixon ordered
suspended two weeks ago.
The North Vietnamese have
called, too, for the United States
and South Vietnam to return to
the table.
