Bullock said all candidates for
house speaker must report their
campaign donations and expendi
tures to his office.
There are a number of loop
holes in the law, however, that
would allow many items to go
unreported.
As chief election officer of Tex
as, Bullock’s interpretations of
the election code are binding un
less the attorney general or the
courts overrule them.
Candidates must account for
their contributions and spending
from the day they announced,
Bullock said.
One candidate for speaker of
the 1973 House, Rep. Price Daniel
Jr., of Liberty, has been reporting
his campaign finances voluntarily
to Bullock every 60 days.
Speaker Rayford Price, who
is seeking a full two-year term
in the job next year, has not
made a report.
“I have always indicated my
willingness to abide by the stat
utory requirements, and will file
whatever information necessary,”
Price said after Bullock made his
ruling.
Rep. Fred Head of Troup, an
other speaker candidate, also is
running against Price for state
representative from an East Tex
as district that includes Palestine.
Rep. Jim Nugent of Kerrville
is considered a candidate although
he has made no formal public an
nouncement.
Speaker candidates never have
been compelled before to report
what their campaigns cost nor
where they get their money.
House members elect the speaker,
so candidates usually must do con
siderable traveling to woo the oth
er 149 representatives.
Bullock reasoned that the re
porting law covers all of a can
didate’s finances since he is run
ning simultaneously for speaker
and for re-election to the House.
But he added that he would
not require a speaker candidate
to separate the accounts in his
speaker’s race from those in his
campaign for state representative.
Price has said he thinks it
would require about $50,000 to
run a stictessful campaign for
speaker. He has acknowledged
contributions from lobbyists for
chemical and manufacturing in
terests, but says he feels no ob
ligation to them.
“After a thorough study of this
matter, it is obvious that all con
tributions to candidates for the
House of Representatives must be
reported and recorded,” Bullock
said.
In his official statement, Bull
ock underlined “all” contributions
to show he intended it to apply
to those made for speaker races.
Candidates must make their
first report of campaign finances
April 26.
“The Texas Election Code
clearly specifies that the people
have a legal right to know who
contributes money, how much
money is contributed and how
the money is expended in every
campaign for elective office in
Texas,” Bullock said.
“To put it bluntly, if a candi
date receives gifts or money or
other things of value to further
his candidacy, he is going to have
to report it.”
Science College
gives recognition
to ‘dead week’
The College of Science will
give no examinations or assign
any new papers during the last
five days of class, Dean J. M.
Prescott announced.
Exceptions to the policy are
make-up tests, final exams in one
hour-credit courses, lab finals and
exams taken at the option of the
student to raise his grade, Pres
cott said.
