Amoco presents A&M $15,700

Amoco Production Foundation,
Inc., has presented A&M checks
totaling $15,700 for eight scholar
ships, a fellowship and an un
restricted grant.
A. R. Winzeler of Houston,
assistant division manager for
Amoco Production Co. formally
presented the funds to President
Jack K. Williams.
The campus visit by Winzeler
and four other Amoco officials
included a luncheon Tuesday at

scholarships from the domestic
production and exploration sub
sidiary of Standard Oil Co.
(Indiana).
Amoco’s gift to A&M provides
four scholarships each in geo
physics and petroleum engineer
ing, a $3,600 fellowship in ocean
ography and a $3,000 unrestrict
ed grant in support of the Geo
physics and Petroleum Engineer
ing Departments.
The value of the scholarships
vary from $700 for freshmen to
$1,000 for seniors.

Ritchey, sophomore, Plainview;
Gary M. Brown, sophomore, Fort
Worth, and Cheryl Klos, fresh
man, Wausau, Wis.
The Amoco scholarships in
petroleum engineering went to
Clarence E. Hackstedt, senior,
Needville; Larry H. Bohot,
junior, La Grange; Clifford M.
Edwards, sophomore, Houston,
and Sandra K. Bundy, freshman,
also of Houston.
Ralph C. Tresslar of Vincennes,
Ind., received the oceanography
fellowship.

Redistricting Board starts work soon
AUSTIN (A 5 )—The Legislative
Redistricting Board, its authority
clarified by the Texas Supreme
Court, starts work Thursday on
lUES H° use reapportionment.
Atty. Gen. Crawford Martin,
chairman, said the five-man board
plans to hear witnesses on how
new district boundaries should be
drawn for the 150 House mem
bers.
The Supreme Court ruled Mon
day that the board has the duty
of writing a House redistricting
plan to replace the one held un
constitutional by the court.
The board already is working
a Senate redistricting bill,
since the regular session ad
journed without action on new
Senate districts to conform with
the 1970 census.
Martin said he believed the
board could redistrict both cham
bers before the Oct. 23 constitu
tional deadline for the board to
go out of existence.
“It can be accomplished in a
week’s time for each House if we
work hard and diligently. I am
going to insist that the board
members drop what they are
doing and get on with it since we
are under a court order,” Martin
said.
The board might have to op
erate with only four members
since Speaker Gus Mutscher, the
sole representative of the House
on the board, was considering
giving up his seat on the board
along wtih most of his other
duties.
Highly placed legal sources
said Mutscher could not desig
nate anyone to replace him on
the board. Others said, however,
that Mutscher would have the
right to send a non-voting ob
served to take part in board dis
cussions.
Lt. Gov. Ben Barnes, another
board member, said he was can
celling many of his plans so he
could devote full time to redis
tricting.
Barnes said the board was
nearly finished wtih a Senate re
districting plan.
Sen. Oscar Mauzy of Dallas,
who brought the suit which re
sulted in the decision that the
board must redistrict the House,
said he planned to testify before
the board in favor of single
member districts for state repre
sentatives.
The high court said it would
assume the board would consider
carefully “whether or not the
creation of any particular multi
member district would result in
discrimination by minimizing the
voting strength of any political
or racial elements of the voting
population.”
Mauzy said he would point out
to the board “the constitutional
and democratic reasons why sin
gle member districts should be
adopted rather than the at-large
system” favored by Mutscher.
