Significant moves made to curb N. Ireland violence
LONDON (•£*) — Three prime
ministers ended a meeting on
embattled Northern Ireland Tues
day with a condemnation of vi
olence and two significant moves
toward curbing the province’s
two years of bloodshed.
Britain’s Edward Heath was
host at the two-day summit to
Northern Ireland’s Brian Faulk
ner and the Irish republic’s Jack
Lynch.
It was the first such meeting
since the Irish Partition in 1925
and was called in the hope of
foiling the guerrilla war waged
by the outlawed Irish Republican
Army—TRA — against Northern
Ireland’s role as part of the
United Kingdom.
The three leaders, bidding to
defuse a situation which has cost
110 lives since August 1969, said
in an agreed statement:
“We are at one in condemning
any form of violence as an instru
ment of political pressure; and
it is our common purpose to seek
to bring violence and internment
and all other emergency measures
to an end without delay.’
The statement disclosed no con
crete measures either to thwart
the IRA or to persuade political
leaders of Northern Ireland’s
Roman Catholic minority to end
their boycott of Parliament and
other public institutions.
In separate news conferences
later, however, these factors
emerged:
—Lynch met Faukner’s demand
for tighter control of explosives
inside the Irish republic.
The republic manufactures the
explosive gelignite, and some of
it has crossed the border to feed
the IRA’s urban guerrilla cam
paign.
—Faulkner soon will unveil
blueprints for an enlarged North
ern Ireland Parliament intended
to bring more Roman Catholics
into public life. It would be elect-

supporters to give a fairer voice
to minority groups.
These moves apart, the summit
produced no discernible change
in known positions.
The agreed statement said the
meeting was held in full recog
nition that each prime minister
remains committed to his publicly
stated position on Northern Ire
land’s constitutional status.
This means that Lynch sticks
by his insistence that the North
should be united with his repub
lic, and Faukner equally insists
that it stays part of the United
Kingdom alongside Britain.
Faukner similarly insisted that
his government’s internment
without trial of more than 200
suspected IRA members must
stand until the violence ends.
WASHINGTON LP)—Major fi
nancial powers — Britain, Japan,
Italy and France—declared their
support Tuesday for development
of a new international money sys
tem in which “paper gold” would
dethrone the dollar as the princi
pal fiscal base for world trade.
British Chancellor of the Ex
chequer Anthony Barber describ
ed in some detail one plan for
drastic change, under which gold
would be displaced eventually as
the sole standard of value for
national currencies of the non-
Communist world.
Delegates from 118 nations to
the annual meeting of the Inter
national Monetary Fund gave
Barber long applause. An IMF
invention, “Special Drawing
Rights” or SDR, would be ele
vated as the new monetary stan
dard.
American authorities concur at
least unofficially in the desir
ability of such a shift, to provide
greater stability for a system
that has proved increasingly vul
nerable to disruption and specu
lative attack.
“The parity of the dollar,” Bar
ber explained, “would be express
ed in terms of SDR in the same
way as any other currency. I
would think that this freedom
would be welcome to the United
States.”
The session, on the second day
of the joint gathering of the
boards of governors of the IMF
and the World Bank, produced
these other developments:
—A tone of greater restraint
in criticism of the United States
emerged. This evidently reflected
the relief of the world’s finance
ministries that the Group of Ten
richest industrial nations were
able to agree on Sunday on a
working agenda to repair the
currency system upset by Presi
dent Nixon’s actions of Aug. 15.
—A forecast of a worldwide
economic slowdown or recession,
in which “problems of activity
and of employment will raise
universal concern” within a few
months. This was made by the
French minister of economy and
finance, Valery Giscard d’Estaing.
The gloomy outlook adds urgency,
D’Estaing said, to the work of
restoring order to the trade and
payments system.
—Rising concern was voiced,
by large and small nations, over
the plight of under-developed
countries which have been dam
aged by the money crisis—and
particularly by the U.S. 10 per
cent tariff surcharge — though
they had done nothing to cause
the disorders.
Cannon writes history of English language
Basic structures of the English
language have changed little
over the last 1,300 years, research
by an A&M linguist reveals.
“Deep structures of the extant
Old English writing of pre-A.D.
1000 were little different from
those of present-day English sen
tences,” Dr. Garland H. Cannon,
English professor at A&M, said.
He compares Old English writ
ing and current structure in a
242-page book, “A History of the
English Language,” just publish
ed by Harcourt Brace Jovano-
vich. Cannon believes it is the
first transformational history of
any language.
Cannon indicated the theory
has been around more than a
decade. His history was composed
in the generative-transformation
al framework by Noam Chomsky
of Massachusetts Institute of
Technology in 1957.
“Basically, the rules which ap
parently governed the writing of
the Ninth and Tenth Centuries
(have been somewhat narrowed
over the intervening millennium,”
the professor and linguistic spe
cialist said. “This narrowing

and numbers of inflections, like
the grammatical gender which
no longer exists in English but
which survives in Romance lan
guages, like Spanish in ‘el mu-
chacho’ and ‘la muchacha’.”
He said the one rule expanded
since Old English governs the
generation of modal-auxiliary
structures like “can have been
eating.” Cannon said Old English
writers were limited to “can eat”
according to structures of the
time.
“The Old English poet Caed
mon, who lived about A.D. 670,
was limited to modal structures
like ‘Ne con ic noht singan’ (not
can I not sing), at a time when
double negatives were compara
tively common as a means of
reinforcing a negative,” Cannon
explained.
His new book focuses on dia
lects, including discussion of pre
scriptive attitudes, nonstandard
speech and writing and American
and British regional and social
dialects.
The final chapter is a synthesis
of precepts forming components
of an enlightened linguistic at
titude toward language. It was
expanded from Cannon’s original
“Some Generalizations about
Language,” co-authored with
Sumner Ives of New York Uni
versity in the October, 1968,
“College Composition and Com
munication.”
He also was published in the
July-September issue of the
“Journal of the American Ori
ental Society.” Cannon’s article,
Sir William Jones’s Indian Stud
ies,” deals with Sanskrit linguis
tics and literature.
