Miss., of the Senate Armed Serv
ices Committee, backed by the
Pentagon's top brass, appealed
to al senators not to turn their
backs on the measure fashioned <
after weeks of debate and nego-i
tiation.
The vote expected Thursday
will be on a motion to table and*
thus kill the bill worked out over)
a period of five weeks by a Sen
ate-House conference committee
from separate versions previously
passed by each branch.
The House already has approv- '
ed the bill, and Stennis said thaA
if the Senate rejects it, the result ■
may be no draft bill and no mili-,
tary pay raises this year.
The secretaries of the Army,
Navy and Air Force dispatched
a letter to all senators Wednes
day saying that further delay in
reviving the draft which expired
June 30 “may jeopardize beyond
redemption the prospects of
achieving an all-volunteer force
by July 1, 1973.”
Despite the pressures from the
military and the administration,
Majority Leader Mike Mansfield,
D-Mont., a foe of any kind of
draft-extension bill, called the
outlook for the tabling motion
encouraging.
Mansfield agreed with Stennis
that adoption of motion would
kill the bill but he said this would
be followed by another motion
seeking a new conference with
the House and instructing the
Senate conferees on key issues.
Stennis noted, however, that
any instructions the Senate gave
its conferees would not be binding
on the House and said anyone
who thinks quick agreement could
be reached on a new compromise
bill is dreaming.
Rucker appointed head
of floriculture section
Prof. Robert H. Rucker, whose
goal is to make the A&M cam
pus the botanical showplace of
the state, has been named head
of the Floriculture Section of the
institution’s Soil and Crop Sci
ences Department.
The appointment of Rucker,
who also serves as the universi
ty’s landscape architect, was an
nounced by Dr. H. O. Kunkel,
dean of agriculture.
A 1938 A&M graduate, Ruck
er returned to his alma mater
in 1968 and immediately launch
ed a massive landscape program
leading up to the university’s
centennial in 1976.
While A&M’s 100th anniver
sary is still five years away,
Rucker has already been instru
mental in several major beauti
fication projects on campus. He
established the Floral Test Gar
den, which annually attracts
hosts of garden club members
and other visitors from through
out the state. He also helped
design the new pedestrian mall
which encompasses the heart of
the campus.
Prior to joining the A&M fac
ulty-staff, Rucker was landscape
architect at the University of
Oklahoma and, earlier in his ca
reer, held a similar position at
Baylor. He previously taught at
both OU and Texas Tech.
In addition to his B.S. degree,
Rucker also holds a master’s
from A&M and studied one sum
mer at Harvard’s Graduate
School of Design. He is a regis
tered landscape architect.

The draft bill originally passed
by the Senate includes an amend
ment by Mansfield declaring it to
be U.S. policy to withdraw all
troops from Vietnam in nine
months provided American pris
oners of war were released.
This is unacceptable to the ad
ministration and the House re
jected it. In conference it was
watered down to a declaration of
the sense of Congress that U.S.
military operations in Indochina
should be ended at the earliest
practicable date.
Mansfield told the Senate that
if the compromise bill is tabled,
he will seek to have Senate con
ferees instructed to stand by his
original amendment except to cut
the deadline for withdrawal by
2V2 months to make up for the
time that already has elapsed.
