Drug industry shares fault
for abuse crisis, critics say
WASHINGTON <A>) _ New
complaints that the American
pharmaceutical industry over
produces dangerous drugs and
thereby supplies the curbstone
pusher as well as the comer
drug store are rising in Congress,
the administration and the medi
cal profession.
C o n g r essional investigators
have concluded that between eight
and 10 billion pep pills alone are
produced legally each year, and
more than half are diverted illi
citly into the streets.
“We have found that overpro
duction of amphetamines by legi
timate manufacturers . . . and
promiscuous prescribing practices
by some physicians has set the
stage for an amphetamine epi
demic,” said Rep. Claude Peper,
chairman of the House Committee
on Crime.
“Have you ver had an irresistible urge that you couldn’t
control?”
Federal agents say the legiti
mate drugs pour into the black
market through theft, mail or
ders and sloppy controls over ex
ports.
They cite these as an example—
a St. Louis firm shipped drugs
purported to contain pep pills to
New York for export to Formosa.
But the drums contained aspirin
with only a top layer of amphe
tamines. The manufacturer then
began black marketing 600,000
pills, but had the bad luck to
choose a federal agent as one of
his customers.
The federal government is
building a paper dam to plug
these leaks.

plement the 1970 Drug Control
Act. On May 1, it will require an
nual licensing and inspection for
the first time of all manufactur
ers of dangerous drugs, and reg
istration of distributors and dis
pensers such as hospitals, phar
macies and doctors.
The Federal Bureau of Narco
tics and Dangerous Drugs will
have about 1,300 agents by mid-
1971 to police 5,000 manufactur
ers and distributors, 8,000 hospi
tals, 50,000 pharmacies and 350,-
000 physicians.
The new law provides a moni
tor of the legal drug distribution
chain, and increases penalties for
violations by fines of $15,000 to
$25,000 and prison terms of 5
to 15 years. More importantly, a
manufacturer can be put out of
business by revocation of his li
cense.
The FBNDD estimates that in
1969, the last year in which fig
ures are available, 20 per cent
of all pep pills and sedatives made
in this county were lost to the
black market before they got to
retailers.

This is an open letter to J. Chris Cooley ’46.
Mr. Cooley, I do not agree with your opinion,
however it does have merit. You are right—Texas A&M
has fine traditions and they should not be associated
with “bad” names.
Therefore, I will take your arguments,
that.. . “A&M has become famous throughout the
world because of its glorious traditions. I do not think
that A&M should be associated with paying tribute to a
criminal” and apply them.
Mr. Cooley, don’t your arguments seem to support
doing away with another “glorious tradition” at Texas
A&M?
Think about it, Mr. Cooley—Aggie Muster.
