Sponsored by the federal Agen cy for International Development (AID), the program aim is to upgrade Argentina’s agricultural economics through graduate training at A&M and research in Argentina. The program began Feb. 1, 1964, and ends Dec. 31 of this year. “The major overall objective was to establish an active and effective agricultural economics service and contribute to the establishment of the agricultural economics discipline in Argen tina,” said Dr. Jack D. Gray, In ternational Programs director. He pointed out the program is a project of the College of Agri culture through the Agricultural Economics Department. The Of fice of International Programs coordinated the efforts. Dr. Gray said the university became involved when the AID mission in Argentina contracted to develop agricultural economics programs within Argentina’s In stitute Nacional De Tecnologia Agropecuaria (I NT A). I NT A is the agency for the Argentina government and Texas A&M is the U. S. government’s agent, Gray added. There are two major points in the agreement. First, A&M grad uate school professors were to implement the program. Second was the election of professional Argentina agriculturalists for graduate school training at A&M. Twelve students were selected and completed the master’s pro gram. One Argentina student is currently working on a Ph.D. in agricultural economics. The students’ training was broken into three parts, which Dr. Gray called unique in for eign student education programs. English and basic agricultural economics was taught in Argen tina. A&M professors instructed the economics courses and the Argentina government provided English instruction. Then the students came to A&M for course work towards the master’s degree in agricul tural economics, including accept ance of thesis proposals. “The research topics selected were of major importance,” Dr. Gray said, “and will have lasting benefits to the producers and the country as the results are made available.” A&M professors in Argentina supervised the writing of the theses. The completed theses was re turned to A&M by mail, reviewed, submitted and approved by the Graduate College and orals were then given in Argentina by the staff members. “The unique feature is giving graduate training by the stand ard required by this campus, yet research is conducted on prob lems in the student’s home coun try,” Gray said. He noted that A&M also was involved in the development of the Graduate School of Agricul tural Sciences at Castelar, Argen tina. Dr. Clive R. Harston, form er chief of party in Argentina, served as director of the school during its early stages of devel opment. Dr. Gray said the school will serve at least five surrounding countries. A&M has been asked to assist in the continued devel opment. Argentina currently is nego tiating with the InterAmerican Development Bank for a program in animal husbandry, range man agement and farm credit. Gray said A&M has been asked to develop the program with sev en faculty members to provide technical assistance in Argen tina. The program also would in clude nine or 10 short term — two to four months — consult ants from A&M. Hirsch to discuss highway hazards Dr. Teddy J. Ybarbo, with his fourth first place finish in four meets this year, ran the three mile distance in 14:13 with Yarbrough clipping the distance in 14:14. Bruce Martin of Rice was third. Texas won the team title with 38 points and Rice was second with 48. A&M had 58 points -and Baylor closed with 12 points. Ruben Moncivaiz of A&M was fifth in 14:27. Also running for the Aggies were Sammy Skinner, 14:48; Pat Bradley, 15:11; Jim Haynie, 15:21; Dennis O’Brien, 15:37. A&M does not have any more meets scheduled before the SWC meet at the University of Arkan sas, Nov. 16, but coach Ted Nel son said he probably will sched ule another meet involving Texas, Baylor and Rice next week. Ybarbo placed seventh last week in the NCAA District 6 six mile race last week and Monci vaiz tenth.
