ate subcommittee has called for
sweeping executive and legisla
tive changes in the Selective
Service system to make the draft
fairer and more uniform.
The subcommittee, headed by
Sen. Edward M. Kennedy, D-
Mass., called on the Nixon ad
ministration Tuesday to end oc
cupational deferments immed-
ately, student deferments in time
of conflict, abolish state and lo
cal quotas, establish a uniform
national policy and kick the mil
itary out of the Selective Service
system.
“Of necessity,” the subcom
mittee report said, “the military
traditionally operates with less
regard for individual rights and
procedural niceties than we ex
pect and require in civilian life.”
The report suggested Congress
consider the need for a selective
conscientious objector status.
One committee witness pro
posed a draftee seeking such
status should be “required to
undergo noncombatant service of
comparable risk to that under
gone by draftee” and if this were
not possible “to serve for a long
er time.
The report said the lottery of
last Dec. 1 which used birth-
dates to determine order of call
up did not actually achieve ran
dom selection.
“Instead,” the report said,
“birthdays from the end of the
year were disproportionately near
the top of the induction order.”
The subcommittee concluded
that “such disparity is extremely
significant and must stem from
the failure properly to mix the
capsules containing the birth-
dates.”
As a result, the report recom
mended that future random se
lection be achieved by use of
computers.
The report said only hardship
and high school deferments
should be continued in time of
conflict.
The report suggested the ad
ministration could restructure
the system into a consolidated
selective service system.
This would include a national
headquarters to establish policy,
eight regional offices to moni
tor uniform application and 300
to 500 area offices to register
and classify young men.”
The subcommittee said the di
rector and the staff of the sys
tem should be civilian, and the
director should be limited to two
terms of five years.
Included in the subcommittee’s
recommendations was the sug
gestion of a detailed appeal pro
cedures that would permit a reg
istrant to have counsel and call
witnesses.
