Back to the deferred group.
Obviously, none of them is sub
ject to call during 1970. They
don’t get off free, though. The
men in the group retain their
original ranking, based upon the
drawing last December, and as
sume that ranking upon losing
their deferment. This is regard
less of how many drawings have
been held since the one in 1969
when they obtained their rank
ing.
For example: Bill Jones was
bom on Sept. 1 and was ranked
no. 1 in the drawing for 1970.
But he has a student deferment.
Assume that in the drawing for
calendar year 1972, Sept. 1 is
ranked 366, while Dec. 23 is
ranked no. 1. During 1972, Jones
loses his deferment for some rea-

year in which he first became a
member of the overall draft pool,
Jones will be subject to call im
mediately, along with those bom
on Dee. 23 who are member of
the 1972 draft pool.
If all those bom on Dec. 23
and ranked no. 1 for 1972 have
been drafted, Jones is called up.
If, by chance, not all those in
his draft board who are ranked
no. 1 for 1972 have been called
yet, Jones will be ranked among
those left according to the al
phabetical drawing that was held
for 1970, the year he became a
member of the draft pool.
If all the men whose last names
begin with the letter designated
as no. 1 for 1972 and whose birth
day is ranked no. 1 for 1972 have
already been drafted, Jones, whose
last name begins with the letter
ranked no. 1 in the 1970 draw
ing, loses again—he will be draft
ed immediately.
The main point is that a man’s
draft ranking is determined by
the drawing held for the year in
which he becomes a member of
the draft pool, no matter when
he actually becomes a member
of the primary group, those clas
sified I-A or I-A-0 and subject
to induction.
Finally, for those who make it
through a calendar year as a
member of the priority primary
group without being called up,
the waiting is over: they will be
assigned a lower draft classifi
cation, and will not be subject to
call unless all men in the primary
group are called up.
The new lottery system has
some definite advantages for se
lective service registrants.
To begin with, a man’s period
of prime vulnerability is limited
to the one year he is in the pri
mary group. Also, his vulner
ability is for a fixed length of
time—one year now, instead of
seven or more under the old
system.
The established length of prime
vulnerability, along with a man’s
knowledge of his lottery rank
ing, will enable him to better plan
his life. He will know whether to
enlist, go to school, get a job,
marry, or do whatever else he
wants to do.
One major criticism of the new
system, aside from the criticism
that it is an involuntary con
scription system, arose soon aft
er the drawing.
Mathematicians and scientists
did some quick figuring after the
December drawing, and found
that the odds against the 1970
lottery ranking occurring again
are 100,000 to 1.
In addition, they said, the av
erage of the rankings of all the
days within any given month
should be equal or close to the
average of all the rankings, 183,
if indeed the distribution is ran
dom.
When the 1970 rankings were
averaged by the month, only
those months around the middle
of the year approached the re
quired 183. For the first months
in the year, averages ranged as
low as 150, and for those near
the end of the year as high as
220.
Investigation revealed that
when the capsules containing the
days of the year were placfd in
the drawing box, they are placed
in in groups of a month. Little
mixing was done.
As a result, a case pending in
federal district court may require
the Department of Defense to
hold a new lottery, one that is
truly random.
The basic lottery idea is a fair
one, but the method of random
izing the days of the year is
faulty. Instead of a hand draw
ing, the days of the year and let
ters of the alphabet should be
fed into a computer program
med to produce a random sam
pling. In approximately two min
utes, the most random distribu
tion possible would be achieved.

DeBusk’s proposal, which, ac
cording to the Chronicle, would
receive detailed study by the Co
ordinating Board of Texas cam
puses, such as UT at Arlington,
UT at El Paso, UT at Dallas, UT
at San Antonio and UT at Mid-
land-Odessa.
“I am always amazed,” De-
Busk was quoted as saying “at
the number of people who are
willing to serve on these boards
of regents, considering there is
no pay for it.”
“Under this concept, this Co
ordinating Board would retain
overall supervision of the sepa
rate boards of regents.
“You’ll say this is asking con
trol and not coordinating, but
this is not exactly it. There’s no
sense in 18 men (on the Coordi
nating Board) spending their
time and there’s no sense in hav
ing a staff just to give these
people good paying jobs if we’re
not effective.”
“If an institution or a system
is stronger than the Coordinating
Board, then there is no reason
for use to be in existence.”
The Chronicle also reported
that DeBusk said the advocated
tuition hikes based on the cost-of-
living index. He was quoted as
saying that tuition should be an
escalating percentage of the
cost, rather than a legislatively-
fixed sum.
DeBusk, 55, was appointed to
the Coordinating Board last Oc
tober, the Chronicle said, and was
elevated to the chairmanship
Saturday.
Smith Oarifies ‘Check List’
Lists of students who write bad
checks to the university are not
circulated off-campus, according
to Robert Smith, assistant con
troller.
Smith clarified a statment at

ix in the Jan. 13 edition of

“We (at the Fiscal Office) do
not, nor have we ever circulated
a “Bad Check List” in Bryan or
College Station, as the story
fcays,” Smith said. He added that
though merchants ask for such
a list “all the time,” the univer
sity does not release it to other

than its own on-campus check
cashing facilities.
“We regard this as a matter
between the student and the uni
versity. All the university is in
terested in is that the check is
cleared,” Smith explained.
Nix was out of town and could
not be reached for comment.
