Turner suggested Tuesday the Texas Highway Com mission’s role be expanded to include responsibility for city thoroughfares and all modes of rubber-tire transportation. The nation’s top highway of ficial, a native Texan, made the recommendation at the 43rd an nual Highway Short Course here at Texas A&M. The three-day session is jointly sponsored by the Civil Engineering Depart ment, Texas Transportation In stitute and the Texas Highway Department. “Texas should consider re defining the role of the Texas Highway Commission to make it responsible for policy on all high way transportation, regardless of mode and regardless of location as the designated state highway system,” Turner said, “giving them responsibility in the city for highway-type planning and use of the system of roads and streets.” “This,” he added, “would in clude buses, trucks and automo biles—everything rubber-tired.” Buslines and trucking firms in Texas are currently regulated by the Railroad Commission. Turner, who was reared in Dal las and graduated from Texas A&M in 1929, pointed out that all state highway departments are required to participate in co operative planning processes in urban areas. “The fact that these are trans portation studies and not strictly highway studies is significant,” the Washington official observed. Pointing out that Texas is a leader in development of such studies, Turner urged highway officials to take the initiative. He stressed that highway plan ners are most qualified persons to do total transportation plan ning. “If we, as highway officials, do not take the initiative,” Turner warned, “someone less qualified will certainly attempt to take the job.” “It makes a lot more sense to expand an already in-being or ganization like the highway pro gram and the Highway Commis sion than to create a new organi zation,” he reasoned. The former director of the U. S. Bureau of Public Roads pointed out that Texas highway officials already have a working relation ship with city officials. He said Texas is the only state which has such an extensive relationship and total coverage. Turner cited a series of figures to depict the growth of highway transportation. He said the vol ume of highway transportation in the U. S. is five times greater than the total of all other modes combined. Calling for a coordinated trans portation plan, he said the de mand for transportation grows at about five percent every year— about twice the rate of popula tion increase. “All modes must fit into an overall transportation system,” Turner declared. He reported that a “balanced cooperation” t h e o ry , implying that each mode is equal, is being promoted in some transportation circles.
