She said, the United States did not do these things with a feel ing of crisis but with the feeling for a need in the improvement of living conditions abroad as well as at home. Foreign policy, she said, could now be used as a political wea pon for the first time in history on an extensive basis. The diplomatic revolution that began in 1947 has brought about a social revolution, Mrs. Rostow said. This revolution, she explained, was based on such things as edu cation and income. For the first time the United States began to develop the theory on which the nation was founded: Equality, she claimed. The Korean War was a major stepping stone in the early de velopment of this social advance ment, she said, since it was the first war in which the United States troops were integrated. Justice, the third problem, she said, is defined as the ability of the Constitution to fulfill ultw mate needs of the people. The problems of justice are many, Mrs. Rostow said, adding that it was impressive that America despite its enormous population has been able to work to bring the influence of the times to the individual level.
