a new program effective for the
fall semester, 1969. Eight thou
sand dollars has already been
collected.
Dean Kunkel explained that a
current survey reveals a demand
for as many as 20,000 professional
agriculturists. The nation’s col
leges and universities will pro
vide only about 7,000 this year.
He said that if agriculture is
to meet the demands of providing
food and fiber for the growing
population, the best trained minds
will be needed to provide agricul
tural leadership. Career oppor
tunities are unlimited and salaries
are competitive with other pro
fessions, he said.
“The program is aimed at stu
dents with top grades and a back
ground of achievement and lead
ership,” the dean pointed out.
“When we find students that meet
these requirements, we can guar
antee them very attractive schol
arships.”

duced a bill Thursday requiring
both political parties to hold pres
idential primaries in Texas.
Delegates to the national con
ventions would be bound by the
results of those primaries, which
would be held at the same time
primary elections are held for
other offices.
Grover said presidential nomi
nating machinery in most states
is too much in the hands of the
professional politicians and that
the public often chooses in No
vember between candidates it had
little voice in selecting.
Rep. Jim Nugent of Kerrville
introduced a hill to equalize the
work load in judicial districts.
The districts would be re
apportioned and districts would
be added.
Jurisdiction formerly exercized
by criminal district courts would
be transferred to the district
courts.
In a county with two or more
district courts, all courts would
have concurrent jurisdiction. One
clerk would serve all district
courts in that county.
“The bill is an attempt to
equalize the work load in our
present judicial districts,” said
Nugent. “We won’t have courts
that work just one day of the
week and others that work every
day of the week.”
Rep. Jim Clark of Houston in
troduced a bill giving the state
priority over the federal govern
ment in labor matters.
It would give the state the
right to promote collective bar
gaining and to protect employes
in choosing a bargaining agent
of their choice.
The state could prohibit strik
ing or picketing for the purpose
of requiring an employe to recog
nize a labor organization as the
exclusive bargaining representa
tive of employes if the employer
believed the labor organization
did not represent a majority view
point.

Dr. Frahm joined Oklahoma
State’s Animal Science . Depart
ment in 1967 as assistant pro
fessor. He has responsibility for
genetic research with beef cattle.
A native of Scottsbluff, Neb.,
Frahm received his B. S. degree
in animal science from the Uni
versity of Nebraska and M.S. and
Ph.D. in genetics from North
Carolina State.
Before joining the OSU facul
ty, Dr. Frahm served three years
as a systems analyst for the
Army.
