can Football League considered
harsher penalties for the use of
electronic scouting equipment
Wednesday, and a committee of
National Football League owners
met with representatives of the
NFL Players’ Association.

said the league discussed forfeits,
suspensions and a $50,000 fine for
teams using electronic tape re
plays during a game.
Milt Woodard, AFL president,
said there Was strong sentiment
for adoption of a get-tough policy
on use of the tape but no new
rule had yet been written.
Roth leagues have a ban on the
use of electronic equipment by
scouts during games. The Balti
more Colts of the NFL used the
system a few years back, but the
league adopted a policy against
it. Presumably any violation in
the NFL could be treated as con
duct detremental to football. Most
of the teams do use it at their
own practice sessions.
There was a flap about the vid
eo tape last season When the New
York Jets complained about re
ports that Houston was using it
in a vital game with San Diego
late in the season. The Oilers de
nied it, and President Woodard
cleared them of the charge.
The electronic device enables a
team to make an instant video
tape of play action on the field
and then use the replay to sup
plement scouting information in
their game plans.

tional Football League agreed
Wednesday to recognize thle NFL
Players’ Association as the ex
clusive bargaining agent for the
athletes, pending verification of
anunbiased check of membership.
The agreement, announced
jointly by Ted Kheel, labor con
sultant for the owners, and Dan
Shulman, labor consultant for the
players, was announced after a
meeting between representatives
of the two groups.
Both sides emphasized the step
was only a formal procedure that
would lead up to bargaining on
basic issues.
Shulman declined to list the
players’ demands that will even
tually come up for arbitration.
However, it had been announced
previously that the goals included
a $15,000 minimum salary, $500
a game for exhibitions and an an
nual $5 million contribution to the
pension fund.
Shulman said he thought it was
the first time an organized sport
had given formal recognition to
a players’ group for collective
bargaining.
The players’ association an
nounced in Miami in January it
was becoming an independent un
ion. Cards had been sent out to
the 685 members who pay $100
annual dues, asking if they agreed
to accept the association as their
barg-aining agent.
Schulman, 34, whose firm rep
resents many labor unions in Chi
cago, emphasized that individual
salary bargaining between play
ers and owners will continue.
