House Asks Tighter Security
Over Cambodian Sanctuaries
WASHINGTON <AP) — Prompt
steps need to be taken for search
ing out and keeping an eye on
sanctuaries in Cambodia used by
North Vietnamese and Viet Cong
forces, a House armed services
subcommittee said Wednesday.
“It is the firm view of the sub
committee that adequate search
and surveillance measures are not
being carried out,” Rep. L. Mendel
Rivers, D.-S.C., said in a speech
for the House. “Immediate steps
should be taken to correct these
intolerable situations.”

permitted to designate as primary
targets air defenses including
sophisticated antiaircraft batter
ies and Soviet-supplied surface-
to-air missiles.
. . .Haiphong is the principal
point of entry for war materials
and this must not be permitted
to continue.
Rivers, chairman of the parent
committee, relayed this and other
recommendations to the House
for the special unit which since
Nov. 24 has been traveling
throughout the Pacific and South
east Asian area.
. . . Additional South Vietnam
ese troops must be trained and
equipped promptly.
Rivers said the unit’s final re
port on its still uncompleted study
probably will not be made for
some months. It is headed by
Rep. Porter Hardy, D.-Va.
He said the interim, informal
report also offers these points:

In spite of this great reverence
for him, I would now like to raise
the following question, fearful
that I may be struck down for
blasphemy.
Has anyone ever SEEN the
Registrar? I see his name on
grade reports, degrees, and tran
scripts. He signs these quaint
letters that subtly tell me that if
I plan on graduating on time, I
should follow his recommenda
tions, which is, in effect, saying
DO IT, FELLA.
Students are always sent to the
Registrar’s Office. I’ve seen the
Assistant Registrar, the ring
clerk, the transcript clerk, the
degree plan checking clerk and
all the other clerks, but I’ve never
seen the Registrar.
If you try to see him, they give
you the run-around.
“I would like to see the Regis
trar.”
“He’s busy. You can see the
Assistant Registrar.”
“No, I want to see the Regis
trar personally.”
“When did you say you origi
nally planned on graduating?”
“I would like to see the Assist
ant Registrar.”
Can we really be sure that there
is one ? How do we know he didn’t
die 12 years ago and they didn’t
tell anybody so that they could
split his annual salary, huh ?
How do we know they don’t
keep using the same picture of
him in the Aggieland year after
year ?
What’s going to happen when
the rubber stamp with his signa
ture is worn out ?
Or what will happen if there
really IS a Registrar and some
body breaks the tight security and
finds out it’s really — —
Oh, well, it WAS only an academic
question.
