A&M President Earl Rudder
said Carter and his associates will
help the university keep informed
on the growing number of re
search programs available
through various governmental,
industrial and foundation sources.
“The scope of this source of
revenue, which is necessary to
support the wide variety of grad
uate research being conducted at
Texas A&M, is now so broad and
diversified that it is difficult for
any single institution to keep
abreast of developments,” Rudder
said.
“A FIRST-CLASS university
must have financial support in
the form of grants to conduct a
broad-based graduate research
program of excellence,” he con
tinued.
“We have thus retained Mr.
Carter’s firm to assist us in this
important function,” Rudder
continued.
Carter, a former Bryan-College
Station businessman, served as an
advisor to President Lyndon
Johnson from 1963 to 1966 and
also was an advisor for the Na
tional Democratic Committee. He
resigned from the post last No
vember to enter private business.
Rudder pointed out that A&M
has in recent years become in
creasingly research-minded, espe
cially at the graduate level, as
part of its overall program of
academic excellence.
THE UNIVERSITY is cur
rently engaged in a host of va
ried projects in its 159 research
laboratories. It is currently oper
ating on a $17 million research
budget.
A large portion of the univer
sity’s research is nuclear and
space oriented. The institution
recently opened a new space re
search center and later this
spring will begin test operations
at its new $6 million cyclotron
complex, which, when in full serv
ice, will be the largest “atom
smasher” in the Southwest. The
university also is in the process
of increasing the power of its
Nuclear Science Center reactor
tenfold — to 1,000 kilowatts,
making it one of the most power
ful on any campus in the country.

chairman, and Dr. William C.
House, associate professor, wrote
“Rational Decision Making Un
der Conditions of Risk and Un
certainty.”
Dr. House also wrote “Atti
tudes Toward People,” published
in a recent issue of “Military Re
view.”
An authority on Russian poly
technic education says that U. S.
public schools must offer a liberal
education which includes techni
cal understanding.
“Industrial arts courses offer a
means of discovering and devel
oping technical talents that our
kids have for engineering,” noted
Dr. Marshall L. Schmitt, indus
trial arts specialist in the U. S.
Office of Education.
The Texas Industrial Arts
Association conference consult
ant said such courses provide a
method of expression of technical
talents. “Something about the
program helps kids learn,” he
noted. “It has a broadening
content.”
THE PRINCIPAL speaker at
the recent :20th Industrial Arts
Teachers Conference at the MSC
stressed to more than 500 partici
pants that “school administra
tors are accepting industrial arts
programs more and more as a
good vehicle for learning, for the
slower student and engineering-
oriented kids.”
In stressing a positive ap
proach to industrial arts pro
grams, Schmitt noted they offer a
purposeful activity and a practi
cal approach to real learning sit
uations.
He studied Russian polytechnic
education as an appointed mem
ber of a three-man team which
toured the U.S.S.R. in 1959.
“People didn’t realize the So
viets had such a well-developed
polytechnic program,” he said.
THE U. S. has a much broader
program, indicated the 10-year
official of the Department of
Health, Education and Welfare.
“The Russian polytechnic pro
gram is not as creative,” he con
tinued. “Student engineering and
planning has long been a part of
the U. S. industrial arts program.
It is much more reflective of a
technological program than any
other.”
