S. Department of Health, Educa tion and Welfare. President Earl Rudder an nounced the award Tuesday. Dr. H. O. Hartley, director of the Institute of Statistics, is prin cipal investigator for develop ment of new statistical tech niques for data from operational research studies and from large scale non-experimental surveys.
