The board also has announced that its April 18 regular meet ing, with a day-long agenda, will include action on role and scope of the state’s 22 colleges and universities and 31 junior col leges. Dr. Jack Kenny Williams, 46, yice president for academic af fairs and dean of Clemson Uni versity, South Carolina, was named to the $40,000 L -a-year com missioner’s post — which pays $15,000 more than the governor’s salary. He will assume his du ties Aug. 1. Like the governor and several other officials, Williams also will have an official residence. Board Chairman John Gray of Beaumont said the state would bear $22,500 of the cost of Wil liams’ salary and the remain ing $17,500 plus the cost of the house will be paid by private sources. As commissioner, Williams will head the board’s profession al staff which prepares recom mendations and studies for the 18-member board’s action. Newton Gresham, of Houston, who headed the committee that conducted the six-month nation wide search for a commissioner, said the committee gave up hope of finding a commissioner at the $22,500 salary provided in the general appropriations bill. He said the committee found “after six weeks . . . we couldn’t hope to interest in discussion the type of man we wanted.” Dr. Lester Harrell, acting commissioner since the board replaced the Texas Commission on Higher Education in Septem ber, will stay on as an assistant commissioner at $20,000 a year, his present salary. Also remain ing as an assistant commission er will be Ray Fowler, who served as acting assistant com missioner. The board voted Mon day to drop the “acting” from his title. “I believe in coordination of higher education more than any single thing about higher educa tion,” said Williams: “We either ROBERT L. ComputerHead Travels Nation must coordinate or we will enter a realm of chaos.” Williams, a Galax, Va., na tive, holds master’s and doctor’s degrees in American history from Emory University, Atlan ta, Ga. He has taught history at Emory and Clemson. The board may be headed for controversy when it acts April 18 on role and scope proprosals recommended by its staff for the state colleges, junior col leges and universities. Schools recommended for the university classification are the University of Texas, Texas A&M, Texas Tech and University of Houston. In addition, the pro posal says, university programs for the Dallas-Fort Worth area should be offered through the combined efforts of North Texas State University and Texas Wo man’s University, both in Den ton. The six schools are the same ones designated in February as bearing “primary responsibili ty” for doctoral programs. Schools that would be classi fied as colleges include four now named universities: Midwest ern, Texas Southern, East Tex as State and West Texas State. Changes in name, however, re quire legislative action. An April 4 hearing in Austin is scheduled for schools which feel a proposed change in role and scope classifications would affect them adversely. Texas Southern and East Texas State have asked to be heard. Many colleges and universities are purchasing electronic “brains” to keep their records and analyze research problems. Since Texas A&M pioneered many university computer pro grams, Robert L. Smith Jr. is a logical choice for advice. Smith was in Los Angeles in January to assist IBM market ing executives plan computer programs for colleges. In Feb ruary he spoke to college presi dents at San Jose, Calif, on com puter science curriculum. He flew to Washington, D. C. to participate in a panel on com puters in education, an advisory group for President Johnson. Smith received a B.S. in elec trical engineering from A&M in 1952 and since has managed the computer programs. A consultant for the National Aeronautics and Space Adminis tration, he taught computer sci ence to every class of astronauts. The board deferred action on Angelo College’s proposals to build a $1.1 million liberal arts classroom building and two 10- story dormitories, to cost $4.7 million. The board voted to request an attorney general’s interpretation of its power to pass on college construction to be financed from state tax money. Gray said there is some uncertainty.
