Provisions of one of the State
constitutional amendments that
will be submitted to Texas voters
on Nov. 2 and how it will apply
to Texas A&M were recently ex
plained to members of the Bryan
Lions Club by Lt. Gov. Preston
Smith of Lubbock.
The lieutenant governor said
Amendment One — one of tthe
10 to be voted on — should be of
particular interest to this area
since it will have an effect on the
growth and future development
of A&M.
Smith pointed out that the
amendment was mainly drawn to
allow 17 institutions of higher
learning to expand their physical
plants so as to accommodate the
120 per cent increase in enroll
ment expected in the next 10
years. This would be accom
plished by allocating ten cents in
stead of five cents of each $100
valuation from the state ad va
lorem tax for this purpose.
A&M is one of five institutions
not included in the list of schools
that would receive money from
this course, but Smith explained
that A&M and the four other in
stitutions received money from
the University permanent fund.
Approval of the amendment, he
said, would free from any threat
to take away from the perma
nent fund upon which A&M and
the four other institutions rely.
The lieutenant governor also
explained provisions of another
amendment to be voted on —
Amendment 6 which would set up
self-liquidating loan funds for
students.
