News that Secretary of De
fense McNamara is about to em
bark on another trip to South
Viet Nam is bound to make A-
mericans wary and apprehensive.
The recent surge of bombings
against Americans in South Viet
Nam has only added to the frus
trated feelings of Americans who
are angry and bitter at the slow
but steady loss of American lives,
all apparently for nothing.
Less than two months ago
McNamara returned from South
Viet Nam full of assurances that
all American “advisors” would be
pulled out of Viet Nam by 1965.
Now he is returning to Viet Nam
amidst rumors of possible mili
tary operations in North Viet
Nam.
What is going on 7 Are we go
ing to fight for that nation or
not? If we consider Viet Nam
worth defending, if it is strate
gic enough to involve 16,000
troops why don’t we get on with
the job and finish it? Why do

WASHINGTON (A*) _ Senate
backers of the wheat-cotton bill
discussed shifting strategy Mon
day to knock down a parlimen-
tary roadblock used repeatedly
by Republicans to keep the mea
sure from being brought up for
debate.
The new tack involves a gam
ble that the leadership can keep
the civil rights bill from being
shunted to the pudiciary com
mittee with only a floor skirmish
and then can delay plunging into
the big civil rights battle until
next week.
The new stragegy would set up
this timetable for the senate:
—Pass the compromise tax cut
bill immediately after the House
tues Tuesday, later in the day
or Wednesday.
—Adjourn, instead of recess, for
the first time since Feb. 10 and
create a ney legislative day, thus
getting the leadership out of its
parliamentary bind.

I think the government senses
that the American public would be
favorable to more decisive action.
The point is that it is election
year. If the push into North
Viet Nam proves feasible, and
that is probably McNamara’s job
to find out, Johnson will give
the go ahead. It will be a gam
ble, there is no doubt about that
since the reaction of Russia and
Red China will have to be gaug
ed. But if the gamble pays off;
if U. S. efforts to free Viet Nam
of Communist infiltration suc
ceeds, then it will be of immea
surable value to the Democrats
in the coming election.
The whole trouble is that there
are too many ifs. Americans
are now well accustomed to the
bluff of the cold war. Is the U.S.
willing to gamble a second Ko
rea? Will the Red Chinese and
Russians back down or will they
settle for a long drawn out, in
conclusive limited war?
I believe the American people
are ready to back up any de
cisive action on the part of the
government. We cannot indef
initely continue our present
stance. We must either put up
or shut up. Lets put up!

been in the Corps as it does to
a member of the Corps. If you
think you can find (and can do
it) one single reason among all

yourself qualified to make such
a statement. But, you won’t

reasons are many and are shared
by the Corps and civilian stu
