Cops Go Modern; Crime Gets Tough Private Eye Charlie Bond of San Antonio has more electronic gadg ets than Dick Tracy. Bond, a speaker at the A&M University’s 17th Industrial Plant Security School, introduced an as sortment of tape recorders, cam eras, transmitters and other pieces of “bugging” equipment. The San Antonio attorney and investigator admitted he had no two-way wrist radio made famous by the comic strip character. His Water Men Study Pollution Controls A technical 40-hour course in water pollution control is being held here by the A&M University Engineering Extension Service. Leon R. Holbert, chief instructor of the Water Utilities Training di vision, said about 20 water super intendents, chemists and engineers from municipal and industrial groups are attending. The course, he said, provides technical training for people who supervise and operate was^e treat ment plants. Forty credit hours will be given by the Texas State Department of Health toward cer tification. Classes on modern methods and techniques of waste treatment are being stressed throughout the week-long school. equipment did include a camera re sembling a cigarette lighter. With the miniature camera, Bond taks 50 pictures without a refill— and without the subject’s knowl edge. He displayed other tiny devices used to record conversations, in cluding one unit that fits inside a cigarette package. The device will pick up chit-chat a couple of blocks away. Another instrument strapped around his shoulder underneath his coat can transmit conversation to a recorder some distance away. Bond, a former assistant district attorney, was a member of the first industrial security school at Texas A&M. He has attended sev eral police schools, including the A&M polygraph examiners course. Johnson Wants Buyer Public In‘"Front Row ” WASHINGTON <A>) — President Johnson urged Congress to slap new curbs on deceptive packaging and to require disclosure of inter est rates on installment purchases. He also suggested a plan to help city families figure out their budg ets. IN A SPECIAL MESSAGE Wednesday on consumer problems, Johnson said that “for far too long, the consumer has had too little voice and too little weight in gov ernment.” Declaring that the consumer now occupies a back seat, he said: “We cannot rest content until he is in the front row.” JOHNSON ENDORSED nine specific pieces of legislation — eight of them originally sponsored or endorsed by the Kennedy ad ministration. The ninth proposal, new with Johnson, would require inspection of all meat and poultry sold in the United States even though it does not cross state lines. Most of the new ideas advanced by the President would involve administrative rather than con gressional action. FOR EXAMPLE he announced that all federal agencies having a hand in consumer education will “explore fully such possibilities as the adapting of the extension serv ice concept, so successful in rural areas, to an urban setting.” Such a move, if adopted, would provide lower-income city families “with information to help them get the most for their money” and to learn more about budget manage ment.
