EXECUTIVES MEET
Annual Course
To Begin Sunday
Charter Changes
Due CS Election
Forty managers in business and
other enterprises across a seven-
state area will assemble here Sun
day for the three-week, annual
Executive Development Course.
Object of the course is to help
the men, mainly from the middle
management echelons, better per
form their tasks and qualify for
more responsible positions.
This will be the eleventh annual
Executive Development Course, and
firms representing a cross-section
of the American economy send
representatives each year. Vari
ous governmental agencies also are
represented.
Corporations and governmental
agencies nominate those who will
attend, and pay the expenses of
employees. Different men attend
each annual session.
“The course is unique in that
those participating not only hear
recognized authorities, but also co
operate to learn through discus
sions and the personal interchange
of ideas with experienced execu
tives,” W. E. Eckles said. He
serves as director of the course in
addition to his duties as an assist
ant professor of business admini
stration.
Monday will be devoted to ori
entation. Then the students will
consider five areas of managerial
skills. Group seminars will keep
the men busy some nights, but
there will also be opportunities to
attend two Southwest Conference
basketball games and other cam
pus events.

Joe Fogaiey,
Kites Tuesday
Funeral services for A. J. (Joe)
Fogaiey, 71, retired staff member
of the Texas Firemen’s Training
School, were held T'uesday in the
First Presbyterian Church at Mc
Allen.
He died last weekend of a heart
attack suffered after addressing
the Valley Firemen’s and Fire
Marshals’ Association meeting in
the Pharr-San Juan-Alamo High
School auditorium.
Former fire marshal for Corpus
Christi, Fogaiey joined the fire
men’s training school staff in 1950.
He served as an instructor for 10
years.
At the time of his death he was
co-ordinator of Civil and Fire De
fense of Hidalgo County in the
Lower Rio Grande Valley. He re
sided in McAllen.
The charter revision committee
of the College Station City Coun
cil was presented recommendations
for eight revisions and two addi
tions to the city charter.
City manager Ran Boswell an
nounced that the committee’s rec
ommendations will be decided by
city voters in the April 2 munici
pal election.
The committee recommends that
three sections of Article VI of the
charter (62, 63 and 65), concerning
city bonds and time warrants, be
amended to include a statement
that “all such bonds shall be is
sued in conformity with the laws
of the State of Texas.”
Section 64, dealing with the in
contestability of bonds, was re
written by the committee to be
more specific, Boswell said. The
recommended change says that all
bonds of the city shall be incon
testable, and all bonds issued to
refund outstanding bonds shall be
incontestable after issuance.
The “Investments” portion of
Section 66 should be revised to in
clude a statement that any sur
plus in the general fund may be
used to buy federal, state or Col
lege Station bonds, the committee
said. Also recommended was a
statement that general fund sur
pluses might be used to buy and
retire city bonds or time warrants
which are not yet due.
Four other changes recommemf-
ed for the charter specify items
which the city manager must in
clude in the proposed city budgets
for upcoming fiscal years. The
changes are in a revenue and ex
pense statement for all types of
bonds and are in a schedule of
requirements for the principal and
interest on each issue of bonds.
