New Award to Be Given
Top Scholastic Outfit
A new award, presented by the
Houston A&M Mother’s Club to
the Corps of Cadets will be pre
sented this year to the squadron
or company housed in a dormitory
which shows the highest academic
rating and retention power, Col.
Joe E. Davis, Commandant, said
yesterday.
The award, which will consist of
a flag, was an idea of the Hous
ton A&M Mother’s Club, who
thought the award would be a good
incentive for outfits to improve
their academic achievement. It
will be known as the George P. F.
Jouine Award.
Criterion for the selection of the
unit winning the award will be
based on academic achievement and
retention power, Davis said.
A committee of architectural
students are now making a design
for the flag, which will be pre
sented at Mother’s Day Ceremon
ies, he said.
The award was named after
Jouine because of his distinguished
career in the military service and
as a business man.
Juuine graduate in 1907 with
a B.S. degree in civil engineering.
At A&M he was a member of the
Ross Volunteers, the student coun
cil, treasurer of the senior class
and a cadet first lieutenant in ‘B’
Infantry. He was designated the
most military student for his jun
ior and senior years.

Army during World War I, enter
ing as a private and emerging 42
months later as a first lieutenant,
receiving 14 French, 1 British, 1
Belgian, and 4 unit decorations.

To clarify a misunderstanding which
may exist among some students who are
veterans regarding credit in the AFROTC
program for previous active military serv
ice, Air Force Regulation 45-48 states:
“b. On the basis of previous honorable
active service (other than six-months
active duty for training in the Air Fo-re.
Army, Navy, Marine Corps, or Coast
Guard, a cadet may request a waiver of
the basic course, or any portion thereof,
required for entrance ■ into the advanced
course. The Professor of Air Science may
then waive so much of the basic course
as he considers equivalent to the active

General Bigelow graduated from
the United States Military Acad
emy in 1932. He was appointed

The amendment proposals were
these:
1. Provide annual legislative ses
sions.
2. Permitting elective officers of
the county or precinct to partici
pate in a retirement plan.
3. Permitting commissioners
court to fill a vacancy in the posi
tions of county judge and justice
of the peace only until the next
election.
4. Preventing a four-year office
holder from running for another
office if more than a year of his
term remains.
5. Allowing cities to elect offi
cers to four-year terms instead of
the present two.
6. Setting up pensions for retired
Texas Rangers and their widows.
7. Permitting the Legislature to
appropriate money for advertising-
the state.
8. Providing hospital and emer
gency medical care for persons on
the state assistance rolls.
9. Permitting the Legislature to
create hospital districts in Amar
illo and in Wichita and Jefferson
Counties.
