THe Battalion -> College Station (Brazos County), Texas 'f'ue^day - , Jafinafy 14, 1953 PAC-i, 4 Ike Proposes New Foreign Aid Budget WASHINGTON, OP)—President Eisenhower yesterday proposed a new $3,940,000,000 foreign aid pro gram designed to reinforce the free world against a Soviet triple threat of “open armed attack, in ternal subversion and economic domination.” The total is a billion dollars more than Congress voted for for eign aid last year, and 86 millions more than Eisenhower asked then. Under Eisenhower’s new request for the fiscal year starting July 1, 50 or more nations would receive military, economic and technical aid. This will be the 12th straight year of the U. S. foreign aid pro gram. Eisenhower served notice in his budget message that he plans to seek soon a special fund of 200 million dollars to start arming America’s European allies with 1,500-mile-range missiles. The first such intermediate-range rockets, designed to carry nuclear war heads, are due to be sent to Bi'it- ain around the end of the year. “The composition of free world forces and the equipment with which they are provided,” the President told Congress, “must be designed for the needs of an era of increasingly destructive wea pons with far reaching range.” But Eisenhower declared it is also “critically necessary” to pro vide economic grants and loans to many lands because the Soviets exploit poverty, ignorance and des pair in their drive for domina tion.
