The opening session will begin with talks by Carman G. Blough, director of research at the Ameri can Institute of Accountants, New York, (who will speak on “Current Developments in Accounting and Auditing.” And J. D. Zahn, Con tinental Can Co., New York, will talk on “Effective Cost Control.” Ralph S. Clifford, Deere and Co., Moline, Ill., will speak on the “Re sponsibility of the Accountant in the Field of Labor Relations.” Charles Bogart will discuss “Work Simplification” at a Tues day afternoon panel discussion. Subcommittee Promises Insurance Bill AUSTIN, (IP) — A house subcommittee promised last night it would have some sort of bill Monday night for re organization of the state in surance commission—a pet legis lative project of Gov. Daniel. The report to the House State Affairs Committee, made by Rep. Obie Bristow, in effect postponed any further action on the gover nor’s demands until next week. It also meant, that any such re organization plan, if approved by the committee, would have to com pete with hundreds of other pend ing bills in the waning days of the legislature. Bristow read a statement in which he said the subcommittee found no “substantial change” from present law in two reorgan ization proposals sent it for study, except that they dispensed with the present commission. He said his three-man group had studied the two bills from two aspects. First, “whether either or both Would actually accomplish the pur pose for which they were pre sented.” Second, “whether there is de liberately or otherwise an attempt here to set policy and take action by indirection that conflicts with other provisions of our constitu tion and laws.” “We will have a bill to present you Monday night,” he said in conclusion. In answer to questions, Chair man W. S. Heatley said he would offer any such bill for discussion and would recognize requests for final votes on the measure Mon day night. Bogart is a representative of Pru dential Life Insurance Company of America, Houston. “Work Simplification Techni ques”, will be discussed by F. C. Lawrence, Arthur Andersen and Co., Houston, at the same panel discussion. The final part of the panel dis cussion will be an address made by James L. Beck, on “How Work Simplification Has Been Applied at Humble Oil and Refining Co.” R. L. Gantner, comptroller for General Motors Corp., N. Y., will deliver an address on “An Appli cation of Internal Control” at the Tuesday session. “How du Pont Measures Per formance,” will be discussed by H. Wallace Evans, of the E. I. du- Pont de Nemours and Co., Wilm ington, Del. At a 7 p.m. banquet, L. B. Mc Laughlin, partner in the Arthur Young and Co., Chicago, will speak on “The Accountant as a Counse lor to Top Management.” RV’s Plan Banquet For Saturday Nile Members of the Ross Volunteers and their guests will hear Maj. Gen. Guy S. Meloy Jr., comman dant at A&M for two years begin ning in 194G, at the annual RV banquet Saturday evening in the MSC ballroom. The annual ball will be held following the banquet. Gen. Meloy, chief of public in formation, Office of the Secretary of the Army, and chief of infor mation and education, Office of the Army Chief of Staff, is a grad uate of the U. S. Military Acad emy and received his second lieu tenant commission in 1927. He is a veteran of World War II and the Korean conflict, and was wounded in Korea in July, 1950. Ribbons and decorations award ed to General Meloy include the Legion of Merit, the Bronze Star Medal with one Oak Leaf Cluster, the Army Commendation Ribbon, the Distinguished Service Cross, the Combat Infantryman’s Badge and the Purple Heart. He also is a qualified parachuter. NYU Offers Six Assistantships Each of the six graduate assist antships offered annually by the New York University Center for Safety Education will carry a $2,200 stipend for the 1957-58 academic year, according to Dr. Herbert J. Stack, director of the Center. This figure represents an increase of $200. Applications for the 1957-58 as sistantships must be received by Dr. Stack at the Center for Safety Education, New Yoi’k University, New York 3, New York, before July 15. The NYU Center for Safety Ed ucation has been active for nearly 20 years in safety training, re search, and teacher preparation. Graduate assistants at the Center may specialize in research, teach ing, industrial safety, safety in public and private transportation, and administration of safety edu cation programs.
