' “Students are welcome to bring their cars to the campus but cer tain procedures have to be ob served and certain regulations abid ed by,” Hickman added. College regulations provide stu dents must register their vehicles (including motor scooters, etc.) at the Campus Security Office, loca ted in the basement of the YMCA building, not later than 48 hours after arrival. This pertains only to a car you will keep here with you. Registration fee is 25 cents and registration will take place in Sep tember. You will be given a decal that should be placed on the right hand side of the car windshield. Parking Decal Starting this year as part of a new setup in handling A&M traf fic, you will be given only the new decal — the old license plates and decals are being done away with in order to facilitate a more ac curate, efficient system of registra tion. This decal will have a partic ular color, depending on which area of the campus you live, and this color will indicate the parking lot area in which you are to park your vehicle. The different colors of the dec- areas: blue decals—day students’ als indicate the following parking parking areas, red decals—dorms 1- 12, brown decals—dorms 14, 15, 16, 17, green decals — Walton Hall, Law Hall, Puryear Hall, Mitchell Hall, and Legget Hall, black decals —Hart Hall, Bizzel Hall, and Mil ner Hall. Hours Restricted t During business hours campus streets are adequate only for hand ling of traffic necessary to college business. These hours are 8 a.m. to 5 p.m. Students’ cars must be parked in their proper parking area by 2 a.m. Thus, between 5 p.m. and 2 a.m. Monday through Satur day mornings, students can park their cars in areas usually reserved for business. Twelve noon Satur day until 2 a.m. Monday are also free parking periods. Students cannot drive cars to classes. They may use them for off-campus trips effective at A & M. Speed limits during classroom hours provided ! are 20 and 80 mph, and are posted, no stops are made on the campus. PEDESTRIANS SHALL AT ALL (The term “campus” is interpreted to include all property at at Col lege Station under the jurisdiction of A & M College.) TIMES HAVE THE RIGHT OF WAY, and at intervals between classes vehicular traffic is expected to stop for a sufficient period of time to permit pedestrians to cross drives and streets. Now What Happens Now that the majority of the ba sic college traffic regulations have been discussed, the next step is what happens when a regulation is violated. Under an authorization granted by the A&M System Board of Directors last year. Dr. David H. Morgan, A&M presi dent Avas empowered to levy a fee for regaining college driving- permits taken from violators of college traffic laws. The maximum fee authorized was $1 tor parking violations, $2 for moving- car Adolations and $5 for violation of driving cars on the campus after the permit has been withdrawn. At the bottom of eA^ery ticket issued, will be instructions on how you may go about getting your car reinstated and the procedure and place to go. If the driver thinks the ticket is unwarranted he should repoi't to the Campus Security Of fice where notice of appeal may be prepared. The appeal court is to be open from 4 to 6 p.m. in the Student La bor Office with Col. E. F. Sauer, student labor and loans director, as appeal authority. Sauer’s decis ions on appeal cases Avill be based on the circumstances under which violations occurred. Should a student lose his appeal or if he does not appeal, he must pay the fee to get his driving rights restored. If he wins his case, the ticket Avill be torn up. Not A Fine The fee is technically not a fine, for a student does not have to pay it unless he Avants his driving priv ileges on the campus restored. A & M has a limited amount of space and a seemingly unlimited number of cars wanting space. Stu dents Avant to drive to class or Avant to make too much noise. Or maybe they want to gather too many people in and/or one one A^ehicle. Some always Avant to speed and drive recklessly to sIioav off. You don’t impress anybody, and you might end up having to shell out a wad of money. The Campus Security Office is not set up as a ball and chain upon student inclinations. The college wants students to have and enjoy their cars and other A'ehicles at A&M. But the control of vehicles on the campus is necessary for the efficient operation of the college. The question every student wants to kno\A r is, Whei'e does the money go that is taken in as reinstatement fees ? The answer is very simple and very important. According to Hickman, every cent taken in under this program is used to improve and make available more adequate parking lots for the students. Pamphlet of Rules When you register your car, you will be given a pamphlet of the traffic rules. BE SURE AND READ EVERY LINE. You can help yourself and help the college at the same time. REMEMBER, the rules given are for driving and parking on the campus and are aimed at your’s and other persons’ safety. And this safety should ex tend beyond the limits of the cam pus.
