Key West, Fla., March 15 — (JP)—Russia had notice today from President Truman that the United States is rearming primarily to prevent war but also “to meet such a conflict if it is forced upon us.” He again challenged the Com munists to agree upon a foolproof control of atomic and other weap ons to enable the world to find peace.
