Payment of bills: (A) All charges due the City from consumers of public utilities services shall be based on bills rendered by the City to the consumer, and such bills shall be due and payable not later than the 15th day of the month next suc ceeding the month during which these services were rendered. (B) All bills shall be discounted in the amount of 10 per cent under the rates specified in the schedules appearing in Section 1 of this Ordinance, provided, but provided only, that such bills ex ceed one ($1.00) dollar in amount and are paid within the 15-day period set forth in Article (A) above.
