such as stationery, candy, engrav
ing, and others should be sure to
have them authorized immediate
ly as some students need these odd
jobs to stay in school. Mr. Collins,
head of the Student Activities, and
W. R. Horsley of the Placement
Office will be happy to work with
any student desiring a concession.

any field of endeavor except lines
of procedure rigidly provided in
codes. The tendency is to make
these lines of procedure so exact
ing as to exclude rather than in
vite new blood.
The quotations given outlining
the characteristics of mercantil
ism were taken from a book pub
lished in 1933. The date is signifi
cant. The date of the publication
of the book absolves Dr. Scott from
any charge of bias regarding the
recurrence of mercantilism during
the last decade. All that is neces
sary, however, to verify this re
currence is to check occurences
both in this country and elsewhere
against Scott’s analysis.
Fortunately for us we have a
governmental device which ef
fectively inhibits a sudden depar
ture from that which has previously
become an established system of
rights under the government of the
United States. If in Europe there
had existed aiLragency comparable
in dignity and power to our Sup
reme Court, it is conceivable that
the Swastika and the Fasces might
have been buried in the same grave

might have been spared the bloody
process now being resorted to for
the overthrow of the mercantilis-
tic arrangements so vigorously
championed on continental Europe.
Needless to say if a powerful
nation becomes organized along
mercantilistic lines the natural con
sequence is armed resistance to
the extension of the sway of that
government. We find here, of
course, the real explanation of the
devolt of the American Colonies
from England. The English govern
ment at the time of the American
Revolutionary War was thorough
ly mercantilistic. That fact ac
counts for the effort to subordinate
the productive activities of the
American Colonists to the interest
of the British merchant classes.
How much more fruitful of wars
is the mercantilistic governmental
scheme of things when it becomes
the dominant feature of several
governments!
It so happens that the antidotes
to mercantilism were being worked
out in France and England at the
very time when our government
was established. The teachings of
those persons who took the inia-
tive in exposing the fallacies of
mercantilism became the inspira
tion of the system of private rights
as esablished under the congres
sional form of government here.
This matter will be up for consid
eration next.
