advocated Tuesday by Governor W
Lee O’Daniel in a message to tht
member* of the Forty-sixth legis
lature urging the consolidation of
the 56 special state funds.
Although the govornor stated in

that a bill could be enacted which
would eliminate the funda, critics
believed that a vote of the Texas
electorate would be required.
