A new system of selecting Rhodes
scholars will go into effect next Dec
ember. The new system abandons
the choice of two students from each
forty-eight states, as dictated by Ce
cil Rhodes’ will, and substitutes a
district competition whereby the an
nual selection will be made from
eight groups of six states each.
According to the “Dallas News”
James H. Winston of Chicago, senior
partner of the law firm of which Si
las Strawn is a member and himself
a Rhodes scholar, points out that the
action of the trustees of the $10,-
000,000 fund is a direct violation of
the terms of the Will of Cecil Rhodes.
Winston said, “That document be
queathed two scholarships to each of
the States in the United States. Un
der the new system many states will
fail to receive their quota under the
will. Some may never again produce
a Rhodes’ scholar. Yet the action of
the trustees would have hardly been
taken without certainty of its legali
ty, and, in fact, an enabling act has
already passed Parliament.” “Mr.
Winston,” says the ‘News,’ “attacks
the question more as a breach of
faith with the dead empire, builder.
“It is difficult,” according to the
view of the ‘Dallas News,’ “to explain
away his argument. Rhodes desires
that young men from every part of
the United States should get ac
quainted with England and lay the
foundation for an international ac
cord based on mutual understanding,
fostered on the quadrangles of Ox
ford. Under the revised system it is
possible, and even probable, that lo^
calities having stronge 7 ' educational
centers will supply the larger share
of the representatives if this coun
try to Oxford.”
“Certainly there is merit in Mr.
Winston’s contention that, even if
the trustees and those who urged
their action are right, and even if
the change will produce better qual
ified scholars, it is not the way Ce
cil Rhodes provided, but is the way
that they would have preferred, if
they were themselves establishing a
philanthropic trust,” says this paper.
