The following letter from Major General Dickman, commanding of ficer of the Southern Department, was received by President Bizzell to day: “President, A. and M. College of Texas, College Station, Texas. My Dear Mr. President:— It has given me great satisfaction to observe the high standard of ex cellence that is being maintained by the Reserve Officers’ Training Corps at the A. and M. College of Texas. This has been made possible by the earnest co-operation and assistance of you and your faculty; by the hard work and excellent judgment of your Professor of Military Science and Tactics and his assistants; and by the loyalty and cooperation of your students. I desire to express to you and to all concerned my appreciation of the splendid work that is being accom plished at your institution. Yours truly, J. T. THE SENATE COMMITTEE PRO- POSAL OR MILITARY POLICY The (Wadsworth) Army Reor ganization Bill (S-3792) provides for military preparedness in a dem ocratic, economical and efficient manner; Democratic because the ob ligation and opportunity of military training must rest equally upon all male citizens; economical since ex penditures undei' it are reckoned at hardly more than one-half of what was asked under War Department estimates for military protection; efficient since it will presently estab lish an organized and trained re- seiwe equal to any national emer gency that may confront us. It provides for a regular army of 300,000 enlisted men and commis sioned officers with a reduction with in five years of 25 per cent. It provides for the universal mil itary training for a period of four months (exclusive of time for mo bilization and demobilization) of all young men between the ages of IS and 21, and for a preliminary in tensive training of all illiterates during a period of two months. It provides after this training for the grouping of all these recruits into a reserve organized territorially and subject within the next five years to two two-weeks periods of camp train ing. It provides for a federalized Na tional Guard system and allows alternate training under the Nation al Guard for young men of any State up to one-third of its author ized strength each year. It pro vides further that young men who receive the four months training may thereafter at their choice en list in the National Guard (up to its authorized strength) instead of pass ing into the original reserve. There shall be moreover a National Guard Division of the War Department with at least one-half of its person nel consisting of reserve officers en rolled in the National Guard. It provides for army reorganiza tion as proposed by the most expert military and civilian authorities, es tablishing a General Staff, chiefs for each combat service, a separate Air Service and a single promotion list, giving opportunity for further mili tary service in the organized reserve to all veterans of the World War, and prescribing a 25 per cent mini mum personnel of citizen (reserve) officers on the General Staff. It provides for a universal mili tary training system, formulated for administration in the most flexible manner. No compulsory service in times of peace. The Regular Army and the National Guard, and the Re serve are called upon for officers and enlisted men to form the training forces. Existing cantonments are to be used for training purposes. The four months training is to be given two different groups each year. All young men to register at age of 17. Aliens to be trained or be ineligible for citizenship. Only the unfit to be exempted. Provision is made for de velopment of defectives. Men in training have all expenses paid to gether with medical and dental care. With consent of parents physically fit young men may take training at 17. (There is full provision for the continuance of the R.O.T.C.) Every young man of capacity and interest may become a candidate for appoint ment to the military academy or for a commission in the organized re.- serve or in the National Guard. The training proposed is planned for mil itary preparedness and for physical, civic and vocational development. Illiteracy is to be eliminated,, civic understanding and responsibility is to be developed, and vocational training adapted to individual pref erence is offered in varied and suit able forms to the end that every young man at the end of his train ing period shall be not only a mili tary asset but also a more intelligent and patriotic citizen and a more efficient workman. At any rate when the show was over and he was par taking of pie and milk at the nearest rival of Delmonico’s and she entered and took a seat at a table, he could n’t resist a flirtatious glance. Nor could she resist returning it—for, you know, he was a Senior and all macked out in the full regalia of an R.O.T.C. officer. Casually, with the balse manner of a Broadway he- vamp, he sauntered over and opened up with “You’re looking lovely to night and a little bit sad—can’t I help put a little joy in life?” With a baby stare and a theda- barish wiggle to her shoulders she sweetly replied, “Sure go to it kid! I am a little sad and lonely tonight. I missed my daughter’s regular let ter today and when I do that I al ways get to thinking about my poor grandson who was killed in France!” The restauranteur called an am bulance—the Senior had swooned! He wanted a girl. He got her. She wanted a diamond. She got it. They wanted a wedding. They got it. And then what do you think they got? A divorce! AT THE LYRIC Norman Talmadge Lies and Loves in “She Loves and Lies” Does a woman lie when she loves? She certainly does, and Norma Tal madge proves it in “She Loves and Lies,” a Select special in which the popular star is appearing at the Lyric theatre today. True, Miss Talmadge has a good excuse for her fibs, for she must win a fortune and in order to do this she must marry a man, while she is mas querading as a woman of fifty-two, who happens to be the man she really loves and he really believes she is the age she represents. Some task, but Miss Talmadge is so versatile that she not only makes the aged woman convincingly lovely, but compels her youthful husband to become so wrapped up in her that when he has a chance to escape what to some would prove a distasteful marriage, he will not let her go. Then comes the surprise when the young man finds out that his bride is a girl full of the buoyancy of youth and the joy of living.
