Mr. President, Ladies and Gentlemen of the Railway Club:— The Agricultural and Mechanical College of Texas was established in pursuance of an Act of Congress, ap proved July 2, 1862. On April 17th, 1871—just twenty- eight years ago yesterday—the Legislature formally ac cepted the provisions of the Act of Congress for its es tablishment; on Oc -1 - 4th, 1876, its doors were opened for the reception of students, and for 22 1-2 years it has been engaged in doing the work it was established to perform.
