“Under existing law, oficers
of the Marine Corps may be ap-
pointed from the following
sources: (1) Graduates of the
Naval Academy; (2) Meritorious
non-commissioued officers of the
Marine Corps; (8) Civil life.
“A number of appointments
from these sources have been
made since the passage of the
above-mentioned bill, but there
are still remaining a large num-
ber of vacancies to be filled. Ma-
~ jor General George Barnett,Com-
mandant of the Marine Corps, is
extremely desirous of filling a
large proportion of these vacan-
cies by the appointment of grad-
uates of the military colleges des-
ignated by theWarDepartmentas
“Distinquished Colleges’ and on
his recommendation the Secre-
tary of the Navy has authorized
the appointment as second lieu-
~ tenants of sixty of this year’s
graduates of these colleges.
